Essentially, the 'certification' comes with/means you get a 7y/100k powertrain warranty. (Not the same as the base warranty) You can choose to pay that or not but you just won't get that warranty. I had never heard about it ever being a separate amount from the ticket price, and it definitely makes a difference in the total amount, so I just wanted to give notice to that.
